- Removed installation steps for `libsecp256k1` from the CI workflow, streamlining the build process. - Adjusted the build steps for release binaries to utilize pre-compiled `libsecp256k1.so` for Linux AMD64. - Bumped version to v0.25.4 to reflect these changes.
